MINUTES OF THE REGULAR COUNCIL MEETING
OF THE MAYOR AND CITY COUNCIL OF THE 
CITY OF PINEVILLE, LOUISIANA HELD
JANUARY 9, 2001

  THE MAYOR AND CITY COUNCIL OF THE CITY OF PINEVILLE MET IN REGULAR SESSION ON THE 9TH DAY OF JANUARY 2001 AT 7:00 P.M.

ITEM 1            Mayor Fields called the meeting to order.

ITEM 2            Marvin Zochert offered the invocation.

ITEM 3            Alderman Wainwright led the Pledge of Allegiance.

ITEM 4            Roll call was as follows:

Present            Alderman Bishop, Alderman Dorn, Alderwoman Cunningham, Alderman Wainwright, Alderwoman Broussard

Absent            None

ITEM 5            On motion by Alderwoman Cunningham, seconded by Alderman Wainwright and passed, it was resolved to accept the minutes of the previous meetings as published.

ITEM 6            No bids were received for the removal of trees at the Pineville Airport around the Beacon Light.

ITEM 7            On motion by Alderman Bishop, seconded by Alderwoman Cunningham and passed, it was resolved to adopt an Ordinance to amend the Code of Ordinances, by amending Section 9-8, 9-10 and 9-11 and by adding Section 9-12 referring to abandoned, junked or wrecked motor vehicles.  No one present spoke either for or against the proposed Ordinance.  Roll call was as follows:

ITEM 8            On motion by Alderman Bishop, seconded by Alderman Dorn and passed, it was resolved to introduce and accept for publication a petition for annexation of property located at 201 Laurel Street belonging to Robert Murray Watt, Jr.

ITEM 9            On motion by Alderman Wainwright, seconded by Alderwoman Broussard and passed, it was resolved to introduce and accept for publication an Ordinance to amend the Code of Ordinances, City of Pineville, by amending the property description of Ordinance No. 1229-99, and to repeal all Ordinances and parts of Ordinances in conflict herewith. 

ITEM 10            On motion by Alderman Bishop, seconded by Alderwoman Cunningham and passed with Alderman Wainwright and Alderman Dorn voting nay, it was resolved to adopt an Ordinance to amend the Code of Ordinances, by amending Section 22-90(E) to increase the fine for parking in or obstructing a Handicapped Parking Area without displaying a Handicapped License Plate.  Roll call was as follows:

ITEM 11            On motion by Alderwoman Cunningham, seconded by Alderwoman Broussard and passed, it was resolved to refer to the Zoning Commission a possible zoning change on Byron Street, from R-1 to R-2, to allow for manufactured housing.

ITEM 12            On motion by Alderman Bishop, seconded to Alderwoman Cunningham and passed, it was resolved to approve the creation of an Ad Hoc Committee to study Occupational License Collection and Franchise Fees.

ITEM 13            On motion by Alderwoman Broussard, seconded by Alderwoman Cunningham and passed, it was resolved to approve the creation of an Ad Hoc Committee to study Rapides Cemetery Improvements.

ITEM 14            On motion by Alderman Bishop, seconded by Alderwoman Cunningham and passed, it was resolved to appoint Jackie Lloyd of District No. 1, to the Pineville Downtown Development Board, to fill the expired term of John Tudor who resigned.

ITEM 15            Tom David addressed the Council in regard to the following condemnation hearings.

CASE 99-60            On motion by Alderman Wainwright, seconded by Alderwoman Cunningham and passed, it was resolved to accept the recommendation of the Engineer and rescind the condemnation order of 112 Russell Court belonging to Stowe Glasscock, as all repairs have been completed and brought up to code.

CASE 2000-67   31 Purser Street belonging to Ellis L. Corley Estate.  On motion by Alderman Wainwright, seconded by Alderwoman Broussard and passed, it was resolved to allow an extension of (60) sixty days for completion of repairs.  (property has been sold)

CASE 2000-70    1022 Arkansas Street belonging to Daniel Ray Slater and George Leslie Fisher.  On motion by Alderman Wainwright, seconded by Alderwoman Broussard and passed, it was resolved to accept the recommendation of the Engineer and rescind the condemnation order, as the repairs are 90 per-cent complete.

CASE 99-59       221 Bragg Street belonging to Charles & Deborah Snock.  On motion by Alderman Dorn, seconded by Alderman Bishop and passed, it was resolved to accept the recommendation of the Engineer to rescind the condemnation order, and to notify the property owners and plumbing inspector, regarding a sewerage problem that exists and must be corrected.

CASE 99-48   1009 Main Street belonging to P.E. Lawrence.  On motion by Alderwoman Broussard, seconded by Alderman Bishop and passed, it was resolved to accept the recommendation of the Engineer and allow a (60) sixty-day extension for the property owner to demolish and remove the structure or the condemnation order will take effect and the City will take action to have the structure removed.

CASE 99-49      1011 Main Street belonging to P.E. Lawrence.  On motion by Alderman Bishop, seconded by Alderman Dorn and passed, it was resolved to accept the recommendation of the Engineer and allow a (120) one-hundred-twenty day extension for the owner to correct all deficiencies, obtain a building permit and bring structure up to code.

CASE 2001-01    409 Sanders Street belonging to George A. Glasscock.  The Engineer gave a report of the dilapidated storage building, litter, debris, chemicals and vermin that poses a dangerous condition and health hazard. Mr. Glasscock addressed the Council requesting an extension of time to tear down the structure and clean up the surrounding area.  On motion by Alderman Bishop, seconded by Alderman Dorn and passed, it was resolved to proceed with the condemnation order, to allow a (60) sixty-day extension for renovation and cleanup.  If the 60 day extension is not met, it was resolved to search other avenues.

ITEM 16              On motion by Alderman Wainwright, seconded by Alderman Dorn and passed, it was resolved to enter into executive session to discuss a personnel issue regarding Darrell Bass.

On motion by Alderman Wainwright, seconded by Alderwoman Cunningham and passed, it was resolved to call the meeting back to order.

On motion by Alderwoman Cunningham, seconded by Alderwoman Broussard and passed, it was resolved to add an additional item to the agenda.

ITEM 17            On motion by Alderman Wainwright, seconded by Alderwoman Broussard and passed, it was resolved to appoint Mike Johnson as City Attorney to replace Jimmy Faircloth who is stepping down.

Attorney Faircloth addressed the Council thanking them for allowing him the pleasure of serving, stating he believes the City of Pineville is in absolutely good shape.

Mayor Fields stated appreciation on behalf of the Council and himself for the work Mr. Faircloth performed for the City of Pineville.

Rich Dupree offered the benediction.

On motion by Alderman Wainwright, seconded by Alderwoman Cunningham and unanimously passed, the meeting was adjourned.
