MINUTES OF THE REGULAR MEETING
OF THE MAYOR AND CITY COUNCIL OF THE
CITY OF PINEVILLE, LOUISIANA HELD
AUGUST 14, 2001

 

THE MAYOR AND CITY COUNCIL OF THE CITY OF PINEVILLE MET IN REGULAR SESSION ON THE 14TH DAY OF AUGUST 2001 AT 7:00 P.M.

ITEM 1            Mayor Fields called the meeting to order.

ITEM 2            Reverend Nathan Martin offered the invocation.

ITEM 3            Alderman Wainwright led the Pledge of Allegiance.

ITEM 4            Roll call was as follows:

Present            Alderman Bishop, Alderman Dorn, Alderwoman Cunningham, Alderman Wainwright, Alderwoman Broussard

Absent            None

ITEM 5            On motion by Alderman Wainwright, seconded by Alderman Dorn and passed, it was resolved to approve the minutes of the July 10th Regular Meeting & July 24th Special Meeting as published.

On motion by Alderman Bishop, seconded by Alderman Dorn and passed, it was resolved to add an additional item to the agenda.

Mr. Greg Jones, president of the Board of Directors for the Louisiana Maneuvers and Military Museum at Camp Beauregard, addressed the Council regarding up-coming events regarding the sixtieth anniversary of the 1940 and 1941 Louisiana Maneuvers, as well as Central Louisiana’s involvement in World War II. 

ITEM 6            Mayor Fields gave a presentation regarding a Louisiana Community Development Block Grant awarded to the City of Pineville, in the amount of $421,842.00, for reconstruction of four residential streets in a low to moderate income area of Pineville.  This grant is presented through the Governor’s Office of Community Development and is designed to assist communities in enhancing the overall quality of life for our citizens.  The four areas are Pelican Drive, Hoffman Street, Madison and Meyer Street.

Mayor Fields reported on an Honorable Mention Achievement Award, presented to the City of Pineville by the Louisiana Municipal Association, for the Kees Park Project. (Mom’s for Kees Park Project)

ITEM 7            Mayor Fields recognized Mr. Andre’ Martin and the Youth from Pineville BMX who qualified for the BMX Grand Nationals in Louisville, Kentucky.

ITEM 7            On motion by Alderman Wainwright, seconded by Alderwoman Cunningham and passed, it was resolved to approve a Resolution:

BE IT RESOLVED, that the following millages are hereby levied on the 2001 tax roll on all property subject to taxation by the City of Pineville.

MILLAGE

General Alimony 5.91 mills
Police & Fire Dept. 10.38 mills
1991 P.I. Series A-E 3.40 mills

BE IT FURTHER RESOLVED, that the proper administrative officials of the Parish of Rapides, City of Pineville, State of Louisiana, be and they are hereby empowered, authorized and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said City for the year 2001, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law; and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.

The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

ITEM 9            On motion by Alderman Wainwright, seconded by Alderman Bishop and passed, it was resolved to approve a Resolution providing for canvassing the returns and declaring the result of the special election held in the City of Pineville, State of Louisiana, on Saturday, July 21, 2001, to authorize the rededication of a sales and use tax therein.

BE IT RESOLVED by the Mayor and Board of Aldermen (the “Governing Authority”), acting as the governing authority of the City of Pineville, State of Louisiana (the “City”), that:

SECTION 1.            Canvass.   This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in the City of Pineville, State of Louisiana, (the “City”), on SATURDAY, JULY 21, 2001, to authorize the rededication of a sales and use tax therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election.

SECTION 2.   Proces Verbal.   A Proces Verbal of the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages in and for the Parish of Rapides, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.

SECTION 3.   Promulgation of Election Result.   The result of said election shall be promulgated by publication in the manner provided by law.

ITEM 10            On motion by Alderman Dorn, seconded by Alderman Wainwright and passed, it was resolved to introduce and accept for publication an Ordinance adopted on October 10, 1978, levying a tax of one percent (1%) upon the sale at retail, the lease or rental, the consumption and storage for use or consumption of tangible personal property and on sales of services, and providing for other related matters.

ITEM 11            Mayor Fields called for the report of the Zoning Commission.  Tom David addressed the Council stating the Zoning Commission had met to consider a request regarding the placement of a mobile home, to be located at 48 Hillcrest Drive, under emergency economic, hardship and structural conditions.  The Zoning Commission recommended approval to allow a mobile home be placed at the above stated address, under the hardship conditions of the zoning ordinance, with several exceptions.  On motion by Alderman Wainwright, seconded by Alderwoman Broussard and passed, it was resolved to accept the recommendation of the Zoning Commission and approve a variance, and allow a mobile home be placed at 48 Hillcrest Drive with exceptions as stipulated by the Commission.

ITEM 12            On motion by Alderman Bishop, seconded by Alderwoman Broussard and passed, it was resolved to accept for publication a request for annexation of property belonging to Faye G. Carnahan, located at 130 Edgewood Drive.

ITEM 13            On motion by Alderman Dorn, seconded by Alderman Broussard and passed, it was resolved to approve a resolution lending support for the initiation of a Faith in Action Program for the Northern Rapides area including Wards 9, 10 and 11 and allowing the program office to be housed in the Pineville Main Street Community Center.

ITEM 14            On motion by Alderman Bishop, seconded by Alderwoman Cunningham and passed, it was resolved to approve a request from the Department of Veterans Affairs, to increase the monthly contribution of $323.00 to $333.00, to help support the operation of the Veterans Service Office in the Parish of Rapides.

ITEM 15            Mayor Fields called for the condemnation report.  Tom David reported regarding the Glasscock property located on Sanders Street, stating there has been substantial progress in the cleanup of the property, and upon continuation, hopefully it can be removed from the condemnation list.

On motion by Alderman Wainwright, seconded by Alderman Dorn and passed, it was resolved to allow Mr. Gary Baden to address the Council.

Mr. Baden addressed the Council regarding House Bill #15, Act 285, which was passed by the Louisiana Legislature, adopted by the Senate, to be signed by the Governor, which will mandate every public body in the State of Louisiana must provide an opportunity for public comments at meetings, subject to reasonable rules and regulations adopted by that particular body.  Mr. Baden is requesting the Mayor and Council to appoint a group of concerned citizens or council members to set in motion to adopt rules and regulations that would allow citizens the opportunity to speak under certain conditions. 

Mr. Charley Moore asked to go on record thanking the citizens for their support regarding the recent July election.

Mr. James Dauzart offered the benediction.

There being no business to come before the Council, on motion by Alderman Wainwright, seconded by Alderwoman Cunningham and unanimously passed, the meeting was adjourned.
