MINUTES OF THE REGULAR COUNCIL MEETING
MAYOR AND CITY COUNCIL
CITY OF PINEVILLE, LOUISIANA
JANUARY 14, 2003
PINEVILLE CITY HALL
The Mayor and City Council of the City of Pineville met in regular session on the 14th day of January 2003 at 7:00 p.m.
ITEM 1 Mayor Fields called the meeting to order.
ITEM 2 Mr. Marvin Zochert offered the invocation.
ITEM 3 Mr. Kevin Dorn led the Pledge of Allegiance.
ITEM 4 Roll call was as follows:
Present: Councilman Bishop, Councilman Dorn, Councilwoman Cunningham, Councilman Bouchie, Councilman King
Absent: None
ITEM 5 On motion by Councilman Dorn, seconded by Councilwoman Cunningham and passed, it was resolved to accept the minutes of the December 10th & 24th meetings as published.
ITEM 6 Mrs. Kim Portier, Finance Director, read the cash flow report for December, and on motion by Councilman King, seconded by Councilman Bouchie and passed, it was resolved to accept the report as presented.
ITEM 7 Because the yearly budget has already been approved, there is standing authorization to pay the bills.
ITEM 8 Mr. Jon Grafton, England Authority, addressed the Council with the accomplishments made since England Air Force Base closed ten (10) years ago. He spoke of plans for a new public terminal complex as well as an airport strictly for the military, which will be used to launch the Stryker Brigade.
ITEM 9 On motion by Councilman King, seconded by Councilman Bishop and passed, it was resolved to approve changing the time of the upcoming February 11th meeting from 7:00 p.m. to 5:30 p.m.
ITEM 10 On motion by Councilwoman Cunningham, seconded by Councilman Dorn and passed, it was resolved to approve the recommendation of Grace Beall and Melvin Williams to serve on the Municipal Fire and Police Civil Service Board.
ITEM 11 On motion by Councilman Dorn, seconded by Councilwoman Cunningham and passed, it was resolved to adopt an ordinance for annexation of property located at 118 Hickory Street belonging to Izell Constance. Roll call was as follows:

ITEM 12 On motion by Councilman Dorn, seconded by Councilman King and passed, it was resolved to accept for publication a petition for annexation of property located at 4024 Trinity Church Road belonging to Stuart A. Dunlap.
ITEM 13 On motion by Councilman King, seconded by Councilman Bouchie and passed, it was resolved to not accept for publication or refer to the Zoning Commission a petition for a variance to place a mobile home on property located at 200 Pinegrove Drive. Roll call was as follows:

ITEM 14 On motion by Councilman Bishop, seconded by Councilman King and passed, it was resolved to approve a resolution:
WHEREAS, the Transportation Equity Act for the 21st Century provides funds to the State of Louisiana for grants to state, local and non-profit organizations to acquire, develop and/or maintain motorized and non-motorized trail purposes; and,
WHEREAS, the Governor’s Office of Community Programs has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures governing project application under the program; and,
WHEREAS, said procedures established by the Governor’s Office of Community Programs require the applicant to certify by resolution the approval of applicant(s) before submission of said application (s);
NOW THEREFORE BE IT RESOLVED that the City of Pineville hereby:
1. Approves the filing of an application for the Recreational Trails Program; and,
2. Certifies that the said application has or will have available prior to commencement of any work on the project(s) included in this application, sufficient funds to operate and maintain the project(s); and,
3. Appoints the Mayor as agent of the City to conduct all negotiations, execute and submit all documents, including but not limited to applications, agreements, amendments, payment request an so on, which may be necessary for the completion of the aforementioned project(s).
Mr. Paul Benoit, Adjutant, and Mr. Cruz Valdez, Commander, of the Disabled American Veterans Chapter Seven, contacted Tom David stating they would like to show their support for the proposed Ward 9 Recreation facility which will include a handicap ball field. They stated they would like to make a contribution in the amount of $1,500.00 to be used for a flagpole and flag. In turn, the City will be able to name them as a local supporter from the handicap community when filing the grant application.
ITEM 15 On motion by Councilman Bouchie, seconded by Councilwoman Cunningham and passed, it was resolved to declare an emergency regarding the Kees Park Community Center roof.
On motion by Councilman King, seconded by Councilman Dorn and passed, it was resolved to add an item to the agenda.
ITEM 16 Condemnation hearing: 100 Effie Street
All property owners were duly served by certified mail; however, there were no representatives present at the hearing. Mr. David stated that after inspection of the property, it was his recommended that it be condemned and that the property owners be given sixty (60) days to voluntarily demolish it. On motion by Councilman Dorn, seconded by Councilwoman Cunningham and passed, it was resolved to accept the recommendation.
There being no further business to come before the Council, on motion by Councilwoman Cunningham, seconded by Councilman Bishop and unanimously passed, it was resolved to adjourn the meeting. The benediction was offered by Mr. Lawrence Foster.
