MINUTES OF THE SPECIAL COUNCIL MEETING
MAYOR AND CITY COUNCIL
CITY OF PINEVILLE, LOUISIANA
MARCH 3, 2003
PINEVILLE CITY HALL

The Mayor and City Council of the City of Pineville met in special session on the 3rd day of March at 12:00 noon.

ITEM 1 Mayor Fields called the meeting to order.

ITEM 2 Nathan Martin offered the invocation.

ITEM 3 Councilman Bouchie led the Pledge of Allegiance.

ITEM 4 Roll call was as follows:

    Present: Councilman Bishop, Councilman Dorn, Councilwoman Cunningham, Councilman Bouchie

ITEM 5 On motion by Councilman Bishop, seconded by Councilman Dorn and passed it was resolved to appoint Ms. Carrie Broussard to fill the vacancy in District 5 and approve a resolution for proclamation of a special election:

WHEREAS, a vacancy now exists in the Board of Aldermen seat for District 5, City of Pineville, Parish of Rapides, State of Louisiana, as a result of the death of Alderman John Randy King, Sr., on February 21, 2003; and,

WHEREAS, more than one (1) year remains to be served in Mr. King’s term which expires on June 30, 2006; and,

WHEREAS, pursuant to LA R.S. 18:602 the vacancy thus created must be filled by the members of the governing authority of the City of Pineville until such time as an election may be held.

NOW, THEREFORE, BY VIRTUE OF THE AUTHORITY CONTAINED IN LA R.S. 18:602(A) BE IT RESOLVED, by the Board of Aldermen of the City of Pineville that Carrie Lois Francis Broussard is hereby appointed to fill the vacancy and serve in this capacity until such time as a special election to fill the vacancy can be held.

BE IT FURTHER RESOLVED, that by virtue of the authority contained in LA R.S. 18:602(e) a special election is hereby called to fill the vacancy in the Board of Aldermen seat for District 5, City of Pineville, Parish of Rapides, State of Louisiana; the primary election shall be held on October 4, 2003, and the general election shall be held on November 15, 2003; and the qualifying period for candidates shall begin on August 19, 2003, and shall end on August 21, 2003, at 5:00 p.m., pursuant to LA R.S. 18:467 and LA R.S. 18:468; and,

BE IT FURTHER RESOLVED, that a certified copy of this Resolution and Proclamation be forwarded to the Secretary of State in Baton Rouge, Louisiana, Clerk of Court and ex-officio Parish Custodian of Voting Machines in and for the Parish of Rapides, the Commissioner of Elections and Registrar of Voters in and for the Parish of Rapides, within twenty-four (24) hours of it’s adoption, by registered or certified mail, as notification of the special election hearing called in order that each may prepare for said election and perform his respective functions as required by law.

Yeas: Councilman Bishop, Councilman Dorn, Councilwoman Cunningham, Councilman Bouchie

Nays: None

There being no further business to come before the Council, on motion by Councilman Dorn, seconded by Councilwoman Cunningham and unanimously passed, it was resolved to adjourn the meeting. The benediction was offered by Rich Dupree.
