MINUTES OF THE REGULAR MEETING
OF THE
MAYOR AND COUNCIL
PINEVILLE CITY HALL
JUNE 10, 2003 - 6:00 P.M.
The Mayor and Council met in regular session at Pineville City Hall on June
10, 2003 at 6:00 p.m.
ITEM 1 Mayor Fields called the meeting to order.
ITEM 2 Rev. Nathan Martin offered the invocation.
ITEM 3 Councilman Bouchie led the Pledge of Allegiance.
ITEM 4 Roll call was as follows:
Present: Councilman Bishop, Councilman Dorn, Councilwoman Cunningham, Councilman Bouchie, Councilwoman Broussard
Absent: None
ITEM 5 On motion by Councilman Dorn, seconded by Councilwoman
Cunningham and passed, it was resolved to accept the minutes of the May 13th and
22nd meetings as published.
ITEM 6 On motion by Councilman Bouchie, seconded by Councilwoman
Cunningham and passed, it was resolved to accept the financial report as read by
Kim Portier, Finance Director.
On motion by Councilman Bishop, seconded by Councilman Dorn and passed, it
was resolved to add an item to the agenda.
ITEM 6A On behalf of the Pineville City Tree Board and the Louisiana Urban Forestry Council, Cindy Bouchie presented the Mayor and Council with a certificate for achieving Tree City USA status for the second consecutive year.
The Mayor mentioned that the City of Pineville had just received a plaque for
winning the 2003 Category D State Cleanest City Contest and thanked all those
involved.
ITEM 7 On motion by Councilman Dorn, seconded by Councilman Bishop and passed, it was resolved to consider a request from the Department of Veteran’s Affairs to increase the monthly contribution of $330.00 to $416.00 to help support the operation of the Veterans Service Office in Rapides Parish.
ITEM 8 On motion by Councilwoman Broussard, seconded by Councilman Bouchie and passed, it was resolved to adopt an ordinance for annexation of approximately 40 acres of property located north of Susek Drive to be known as Treasure Hills Subdivision Phase II and that unincorporated portion of land adjacent to Lots 7 thru 12 and 18 of Treasure Hills Estates, Phase I. Roll call was as follows:

On motion by Councilman Dorn, seconded by Councilman Bouchie and passed, it
was resolved to add an item to the agenda.
ITEM 8A On motion by Councilwoman Broussard, seconded by Councilwoman Cunningham and passed it was resolved to approve a resolution:
WHEREAS, the City of Pineville has received a recommendation of acceptance from the City Engineer related to the Treasure Hills Estates Phase II (Lots 19-69) filing plat; and,
WHEREAS, the plat has been reviewed and meets the City’s requirements for subdivision filing plats; and,
WHEREAS, the filing plat results in creation of subdivision lots and the dedication of public rights-of-way and servitudes for said subdivision.
NOW THEREFORE BE IT RESOLVED, that the Mayor is hereby authorized to approve and accept the dedication of rights-of-way and servitudes as indicated of the filing plat on behalf of the City and to execute the filing plat for recordation.
ITEM 9 On motion by Councilwoman Cunningham, seconded by Councilman Bouchie and passed, it was resolved to adopt an ordinance for annexation of property located in Retreat Subdivision (Lots 1& 12) belonging to Johnny Porter. Roll call was as follows:

ITEM 10 On motion by Councilman Dorn, seconded by Councilman Bishop and passed, it was resolved to adopt an ordinance for annexation of property located at 2825 Monroe Hwy. belonging to Word of Grace Ministries. Roll call was as follows:

ITEM 11 On motion by Councilman Bouchie, seconded by Councilwoman Cunningham and passed, it was resolved to adopt an ordinance for annexation of property located on Donahue Ferry at Iris Road belonging to New Way Investments (Dean Tyler). Roll call was as follows:

ITEM12 On motion by Councilman Bishop, seconded by Councilwoman Cunningham and passed, it was resolved to adopt an ordinance to amend Ordinance No. 14-50.1 Fee for Appearance Bonds of the City of Pineville, Louisiana and repealing all ordinances or parts of ordinances in conflict herewith. Roll call was as follows:

ITEM 13 On motion by Councilman Bouchie, seconded by Councilwoman Broussard and passed, it was resolved to accept for publication a petition for annexation of property located at 2405 Evergreen Lane belonging to Richard and Frances Bryan.
ITEM 14 On motion by Councilman Dorn, seconded by Councilwoman Cunningham and passed, it was resolved to accept for publication an ordinance amending the operating budget for the City of Pineville fiscal year 2002-2003 and other matters with respect thereto.
ITEM 15 On motion by Councilman Bouchie, seconded by Councilwoman Cunningham and passed, it was resolved to accept for publication an ordinance adopting and appropriating budgets for the City of Pineville for fiscal year 2003-2004 and other matters with respect thereto.
ITEM 16 On motion by Councilman Bishop, seconded by Councilwoman Broussard and passed, it was resolved to call for a hearing on June 30th at 5:00 p.m. and a special meeting at 5:30 p.m. to adopt an ordinance to amend the operating budget for fiscal year 2002-2003 and to adopt an ordinance for the operating budget for fiscal year 2003-2004.
On motion by Councilman Bishop, seconded by Councilman Dorn and passed, it was resolved to allow Councilwoman Broussard to add an item to the agenda.
ITEM 17 On motion by Councilwoman Broussard, seconded by Councilman Bishop and unanimously passed, it was resolved to approve a resolution:
WHEREAS Pineville Junior High School has been a part of the Pineville community since its founding in 1960; and
WHEREAS the Pineville Junior High School mascot has been the “Volunteers” since the school was founded; and
WHEREAS we honor the courage and self sacrifice of the “volunteers” from Central Louisiana and from around our state who answered the call to assist General Andrew Jackson during the defense of the Louisiana Territory during the British invasion of the State of Louisiana late in the year of 1814 and early 1815, culminating in the famous “Battle of New Orleans”; and
WHEREAS, the people of the Pineville community have a long and proud tradition of “volunteer” military service, providing and equipping “volunteers” for service in: Governor Bernardo Galvez’s Spanish campaign against the British in East Louisiana during the Revolutionary War; General Andrew Jackson’s defense of the Louisiana Territory during the War of 1812; the Mexican-American War; the Spanish-American War; the conflict of World War I; the conflict of World War II; the Korean War; the Vietnam War; Gulf War I; and Gulf War II; and
WHEREAS we also honor the courage and sacrifice of the “volunteer” citizens from the Pineville community that are currently on active duty with the United States Armed Forces and the Louisiana National Guard, in Afghanistan, Iraq and other parts of the world, serving to ensure and protect the safety and freedom of our families and their fellow citizens here at home in our community; and
WHEREAS the people of the Pineville community also have a long and proud tradition of “volunteer” community service, donating their time and energy to keep our community a safe and clean place to live and raise a family; and
WHEREAS the name “VOLUNTEERS” embodies and proudly reflects the spirit and rich traditions of the people of the Pineville community;
NOW THEREFORE, BE IT RESOLVED that the Mayor and Council of the City of Pineville, do hereby wholeheartedly endorse and support the name and depiction of the “VOLUNTEERS” as the mascot for Pineville Junior High School.
Several people addressed the Council in favor of the resolution.
On motion by Councilwoman Cunningham, seconded by Councilman Bishop and passed, it was resolved to add an item to the agenda.
ITEM 18 On motion by Councilman Bouchie, seconded by Councilwoman Cunningham and passed, it was resolved to approve a resolution:
BE IT RESOLVED, that the Mayor is hereby authorized to declare the following discarded item in the Fire Department as surplus; 1987 Frontline Type 1-Resuce Unit
Shirley Desselle, Sunnyhill Acres, addressed the Council regarding the overgrown duckweed in a pond in her neighborhood. Mr. Charles Moore, Public Works Director, spoke on behalf of the City with some suggestions to remedy the problem.
Fred Gunter, 101 Chaudoir Drive, addressed the Council regarding the ˝ sales tax on the ballot for the July 19th election; Pinegrove Drive being maintained by the City; the use of committees appointed to study various City interests.
Nathan Martin, 107 Valley Drive, thanked the Pineville Police Department for catching the people responsible for the string of over one hundred burglaries, several of which affected his business on Main Street.
Greg Jones addressed the Council in favor of the use of community citizen committee input.
There being no further business to come before the Council, on motion by
Councilwoman Cunningham, seconded by Councilman Bouchie and unanimously passed,
the meeting was adjourned. The benediction was offered by Rich Dupree.
