MINUTES
The Mayor and Council of the City of Pineville met in regular session on the 8th day of June 2004 at Pineville City Hall.
1. The Mayor called the meeting to order.
2. Councilman Martin led the invocation.
3. Councilman Bouchie led the Pledge of Allegiance.
4. Roll call was as follows:
Present Councilpersons Bishop, Dorn, Van Mol, Bouchie, Martin
Absent None
5. On motion by Councilman Dorn, seconded by Councilman Martin and passed, it was resolved to accept the minutes of the May 11th meeting as published.
6. On motion by Councilwoman Van Mol, seconded by Councilman Bouchie and passed, it was resolved to accept the minutes of the financial report as read by Finance Director, Kim Portier.
7. On motion by Councilman Dorn, seconded by Councilwoman Van Mol and passed, it was resolved to move this item to the end of the meeting to allow time for one of the recipients of the award to arrive.
8. On motion by Councilman Bishop, seconded by Councilman Bouchie and passed, it was resolved to accept the following bid proposals and refer them to the Finance Committee, with the authority to award.
1. Coburn’s – misc. water parts
2. Badger Meter Co. - water meters
3. Lott Oil Co. - gas and diesel
4. Diamond B Const. – hot and cold mix
5. Luhr Bros. - white rock
6. E & E Const. – flume sand & fill dirt
9. On motion by Councilwoman Van Mol, seconded by Councilman Dorn and passed, it was resolved to extend the moratorium placed on the issuance of billboard permits until a draft of the amendment can be reviewed and placed on the agenda for publication and adoption.
10. On motion by Councilwoman Van Mol, seconded by Councilman Bouchie and passed, it was resolved to adopt an ordinance to amend the Code of Ordinances section 2-12A to change the designated members of the Zoning Commission for the City of Pineville. Roll call was as follows:

11. On motion by Councilman Dorn, seconded by Councilman Bishop and passed, it was resolved to adopt an ordinance for annexation of property located at 116 Hickory Street belonging to Mr. & Mrs. Harry G. Lemoine. Roll call was as follows:

12. On motion by Councilman Bouchie, seconded by Councilman Martin and passed, it was resolved to accept for publication an ordinance relative to commercial landscaping.
13. On motion by Councilman Dorn, seconded by Councilwoman Van Mol and passed, it was resolved to table the introduction of an ordinance relative to the clerk’s salary.
14. On motion by Councilman Bouchie, seconded by Councilwoman Van Mol and passed, it was resolved to accept for publication an ordinance amending the operating budget for the City of Pineville fiscal year 2003-2004 and other matters with respect thereto.
15. On motion by Councilman Bishop, seconded by Councilman Bouchie and passed, it was resolved to accept for publication an ordinance adopting and appropriating budgets for the City of Pineville for fiscal year 2004-2005 and other matters with respect thereto.
16. On motion by Councilman Dorn, seconded by Councilwoman Van Mol and passed, it was resolved to call for a hearing on June 30th at 5:00 p.m. and a special meeting at 5:15 p.m. to adopt an ordinance to amend the operating budget for fiscal 2003-2004 and to adopt an ordinance for the operating budget for fiscal year 2004-2005.
17. On motion by Councilman Martin, seconded by Councilwoman Van Mol and passed, it was resolved to approve a resolution:
WHEREAS, the land located on the Campus of Pinecrest Developmental Center which the City has leased to Ward 9 Recreation District of Rapides Parish for the purposes of developing and constructing a recreational and sports complex does not have existing electrical service lines; and,
WHEREAS, the City must execute a right of way permit for electrical lines to provide electrical service to the Ward 9 Recreation Facility.
NOW THEREFORE BE IT RESOLVED, that the Mayor is hereby authorized to sign the right of way permit for electrical lines at the Ward 9 Recreation Facility.
· On motion by Councilwoman Van Mol, seconded by Councilman Dorn and passed, it was resolved to add an item to the agenda.
18. On motion by Councilman Bishop, seconded by Councilman Dorn and passed, it was resolved to extend the moratorium on petitions for variances of the mobile home ordinance for sixty (60) days until a revised ordinance is ready for adoption.
7. This item was moved to the end of the agenda to allow for the arrival of all parties involved.
During this past holiday season, many City of Pineville employees along with Police and Fire Department personnel, volunteered for the annual Salvation Army “bell ringing” program. In recognition for the efforts put forth in collecting donations, Mr. Marvin Zochert presented plaques of appreciation to those departments. Also recognized was Maurissa Miles, coordinator of Students Against Destructive Decisions (SADD) and recent Pineville High School graduate, for the tremendous job she did in finding the twenty-eight people needed to fill fourteen shifts for bell ringing. Mayor Fields wanted everyone to know what a great responsibility Mr. Zochert has in coordinating the efforts of the Salvation Army and what a great job he is doing. Mr. Zochert also volunteers as an engineer for various other programs in the community.
· The Mayor welcomed former Councilman Jack Wainwright who was in attendance. Mr. Wainwright now serves on the Finance Committee.
· The Mayor commended the finance director, staff and department heads for their involvement in the budget process, which has gone on for the past several weeks.
· After winning the State Cleanest City Contest for the second consecutive year, Mayor Fields praised the efforts of all those involved.
· In May, the Smithsonian Institute brought the “Back to the Future” kiosk to the Pineville Museum. Due to an overwhelming response from the public, the museum may soon need to be opened five (5) days a week to accommodate all those interested in viewing it.
· Councilman Bouchie thanked the Fire Department for its boot drive and Mayor Fields and his wife, Rosa, for manning the telephones during Children’s Miracle Network telethon this past weekend
· A citizen gave thanks for all the events held to honor veterans during the Memorial Day observance.
· Councilman Martin wanted to share an interesting fact he learned during the D-Day Observance Sixty (60) Year Anniversary held last Sunday. The gentleman who risked his life during the Normandy invasion by putting explosives at the base of the sea wall to allow our soldiers to go further inland was Mr. Jake Delrie from Pineville, Louisiana.
· A citizen asked questions relative to bids received and the process of soliciting said bids.
· A citizen questioned item 18, which extended the moratorium on variances relative to mobile homes.
There being no further business to come before the Council, a motion was made by Councilman Bouchie, seconded by Councilman Martin and unanimously passed, to adjourn the meeting. Mr. Lawrence Foster closed with the benediction.
