CITY OF PINEVILLE
REGULAR COUNCIL MEETING
NOVEMBER 9, 2004 – 6:00 P.M.
COUNCIL MEETING ROOM 

MINUTES

The Mayor and Council of the City of Pineville met in regular session on the 9th day of November 2004 at 6:00 p.m. at Pineville City Hall. 

1.                  The Mayor called the meeting to order.

2.                  Councilman Martin offered the invocation.

3.                  Councilman Bouchie led the Pledge of Allegiance.

4.                  Roll call was as follows: 

Present            Councilpersons Bishop, Dorn, Van mol, Bouchie, Martin

Absent  None

5.                  On motion by Councilwoman Van Mol, seconded by Councilman Dorn and passed, it was resolved to accept the minutes of the October 12th meeting as published.

6.                  On motion by Councilman Bouchie, seconded by Councilman Martin and passed, it was resolved to accept the financial report as read by Kim Portier, Finance Director.

 7.                  On motion by Councilman Bishop, seconded by Councilwoman Van Mol and passed, it was resolved to adopt an ordinance for annexation of property located at 3307 Hwy. 165 (Monroe Hwy.) belonging to Rush Funeral Home.  Roll call was as follows:

Nays        None

8.                  On motion by Councilman Dorn, seconded by Councilman Van Mol and passed, it was resolved to approve a resolution:

WHEREAS, pursuant to Article 14-E of the United States Constitution, which allows for donations or exchange of surplus property between or among political subdivisions whose functions include public safety, the Mayor is hereby authorized to declare the following items previously used in the Police Department:

Expired Body Armor, Base Radio, Antenna Tower

      BE IT RESOLVED, that upon declaration, the items will be donated or transferred to the public entity that has communicated a need for such.

9.                  On motion by Councilman Dorn, seconded by Councilman Bishop and passed, it was resolved to authorize City Engineer, Tom David to serve a “Notice to Property Owners” relative to condemnation of the following property to satisfy LCDBG requirements. (203, 205, 205A, 301 Mason Street and 507 Larry Street)

·        On motion by Councilman Martin, seconded by Councilman Bouchie and passed, it was resolved to add an item to the agenda.

10.             On motion by Councilwoman Van Mol, seconded by Councilman Bouchie and passed, it was resolved to accept for publication a petition for annexation of property located at 3103 Military Hwy. belonging to Northside Baptist church.

·        On motion by Councilwoman Van Mol, seconded by Councilman Dorn and passed, it was resolved to add an item to the agenda.

11.              On motion by Councilman Dorn, seconded by Councilman Bishop and passed, it was resolved to prepare a resolution in recognition of the Youth Program at First Baptist Church for a job well done in our community.   

·        Several announcements were made regarding upcoming local events.

There being no further business to come before the Council, a motion to adjourn was made by Councilman Martin and seconded by Councilwoman Van Mol.  The motion carried and the meeting was adjourned.  Mr. Lawrence Foster closed with the benediction.
