MINUTES
The Mayor and City Council of the City of Pineville, Louisiana, met in regular session at Pineville City Hall on Tuesday, May 10th at 6:00 p.m.
1. The Mayor called the meeting to order.
2. Councilman Martin led the invocation.
3. Councilman Bouchie led the pledge of allegiance.
4. Roll call was as follows:
Present Councilpersons Bishop, Dorn, Van Mol, Bouchie, Martin
Absent None
5. On motion by Councilwoman Van Mol, seconded by Councilman Dorn and passed, it was resolved to accept the minutes of the April 12th and April 18th meetings as published.
6. On motion by Councilman Bouchie, seconded by Councilman Martin and passed, it was resolved to accept the finance report as read by Kim Portier, Finance Director.
7. Mr. Tom David, Chairman of the Zoning Commission reported that a Zoning meeting was held today at 5:30 p.m. relative to a petition for rezoning of property located at 1387 Pinehurst Drive belonging to Shannon Williams. It was the Commission's recommendation that the property be rezoned from R-1 to C-1A to allow for a daycare facility to be constructed and on motion by Councilman Martin, seconded by Councilwoman Van Mol and passed, it was resolved to approve the recommendation.

8. On motion by Councilman Bishop, seconded by Councilman Dorn and passed, it was resolved to accept for publication a petition for annexation of property located at 2404 Donahue Ferry belonging to E.J. & Jessie Martin
9. On motion by Councilman Dorn, seconded by Councilwoman Van Mol and passed, it was resolved to approve a resolution:
BE IT RESOLVED, that the Mayor is hereby authorized to declare as surplus, the following items so that they may be sold at the upcoming June 4th auction.

10. On motion by Councilman Dorn, seconded by Councilwoman Van Mol and passed, it was resolved to approve a resolution:
WHEREAS, the following Bids were received by the City of Pineville, on Thursday, April 28, 2005 for "FY 04 L.C.D.B.G. REHABILITATION, REPLACEMENT, AND DEMOLITION PROJECT FOR THE DEMOLITION AND RECONSTRUCTION OF THE RESIDENCE AT 100 GORDON STREET" funded by the Louisiana Community Development Block Grant, State Contract No. 613708.
CONTRACTOR - BASE BID
1. Lindel S. Glasscock $59,000.00
2. Bollinger Builders $62,450.00WHEREAS, the Bids have been checked and tabulated by Pan American Engineers - Alexandria, Inc., with a recommendation of award being made to the low Bidder for their Base Bid, contingent upon verification of the Contractor's eligibility and award concurrence from the Office of Community Development; and
NOW, THEREFORE BE IT RESOLVED, that the City of Pineville hereby awards the contract for said construction to the apparent low Bidder, L. S. Glasscock, Contractor of Alexandria, Louisiana for the Base Bid in the amount of $59,000.00 contingent on concurrence of award by the Office of Community Development; and,
BE IT FURTHER RESOLVED, that the Mayor is hereby authorized to execute contracts and change orders between the City of Pineville and the successful Bidder.
11. On motion by Councilman Dorn, seconded by Councilman Bishop and passed, it was resolved to approve a resolution:
WHEREAS, the following Bids were received by the City of Pineville, on Thursday, April 28, 2005 for "FY 04 L.C.D.B.G. REHABILITATION, REPLACEMENT, AND DEMOLITION PROJECT FOR THE DEMOLITION AND RECONSTRUCTION OF THE RESIDENCE AT 111 MASON STREET" funded by the Louisiana Community Development Block Grant, State Contract No. 613708.
CONTRACTOR - BASE BID
1. Lindel S. Glasscock $57,500.00
2. Bollinger Builders $60,750.00WHEREAS, the Bids have been checked and tabulated by Pan American Engineers - Alexandria, Inc., with a recommendation of award being made to the low Bidder for their Base Bid, contingent upon verification of the Contractor's eligibility and award concurrence from the Office of Community Development; and
NOW, THEREFORE BE IT RESOLVED, that the City of Pineville hereby awards the contract for said construction to the apparent low Bidder, L. S. Glasscock, Contractor of Alexandria, Louisiana for the Base Bid in the amount of $57,500.00 contingent on concurrence of award by the Office of Community Development; and,
BE IT FURTHER RESOLVED, that the Mayor is hereby authorized to execute contracts and change orders between the City of Pineville and the successful Bidder.
A motion was made by Councilwoman Van Mol to amend agenda item 12 by striking the words "and reconstruction" from it since it is for demolition only. Councilman Bouchie seconded the motion and on vote, it carried.
12. On motion by Councilman Dorn, seconded by Councilman Martin and passed, it was resolved to approve a resolution:
WHEREAS, the following Bids were received by the City of Pineville, on Thursday, April 28, 2005 for "FY 04 L.C.D.B.G. REHABILITATION, REPLACEMENT AND DEMOLITION PROJECT FOR THE DEMOLITION OF THE RESIDENCE AT 507 LARRY STREET" funded by the Louisiana Community Development Block Grant, State Contract No. 613708.
CONTRACTOR - BASE BID
1. Kenneth Kirkline $1,500.00
2. John Bollinger $3,500.00
3. Charlie Carlisle, Inc. $5,250.00WHEREAS, the Bids have been checked and tabulated by Pan American Engineers - Alexandria, Inc., with a recommendation of award being made to the low Bidder for their Base Bid, contingent upon verification of the Contractor's eligibility and award concurrence from the Office of Community Development; and
NOW, THEREFORE BE IT RESOLVED, that the City of Pineville hereby awards the contract for said construction to the apparent low Bidder, Kenneth Kirkline, Contractor of Alexandria, Louisiana for the Base Bid in the amount of $1,500.00 contingent on concurrence of award by the Office of Community Development; and,
BE IT FURTHER RESOLVED, that the Mayor is hereby authorized to execute contracts and change orders between the City of Pineville and the successful Bidder.
On motion by Councilman Bishop, seconded by Councilwoman Van Mol and passed, it was resolved to add an item to the agenda.
13. On motion by Councilman Bouchie, seconded by Councilman Martin and passed, it was resolved to allow for subdivision of 835 Edgewood Drive belonging to Marianne Knoles Lewis, into two (2) lots, contingent upon the City Engineer's report and signature of the Mayor.
The Mayor opened the floor for public comment by thanking the local committees, groups and schools who got involved in the Cleanest City Contest this year. He especially wanted to thank the City employees for doing such a great job since they had been busy with River Fest, which was held the weekend before.
Former Councilman, Roy Malone, stated that he was interested in knowing if there had been any committees formed or meetings scheduled relative to the upcoming half-cent sales tax election. Mayor Fields responded that he was welcome to participate, as well as anyone else that may be interested and within the next two (2) weeks we will have more in place will have everything.
With no further business to come before the Council, a motion to adjourn was made by Councilwoman Van Mol, which was seconded by Councilman Bishop and unanimously passed. Mr. Lawrence Foster closed with the benediction.
